The Village strives to provide safe, reliable and effective utility services, and has a policy and practice of regularly maintaining, repairing and upgrading its infrastructure including its water and sanitary mains. The Village is only responsible for its portion of this utility system. Homeowners must care for their own systems, whether direct service lines or interior plumbing conditions.
Our regular maintenance helps to reduce the number and degree of problems that impact residents. However, it is impossible for the Village of Streamwood to eliminate all problems including back-ups, infiltration, or deteriorated service lines.
The Village does offer some programs that can help. The first is a voluntary warranty program to help guard against the high costs of repairs. The other is a cost-sharing solution to help when back-ups have occurred.
Water and Sewer Line Warranty Program
We are pleased to announce a program to further enhance our services to residents. We have entered into an agreement with Service Line Warranties of America (SLWA), a HomeServe Company, to provide optional repair service plans to our resident homeowners.
The service plans offered to Streamwood homeowners through SLWA are affordable solutions to protect them from the cost and inconvenience of home repair emergencies, including water or sewer service line leaks on their property. Many residents become frustrated when they discover a broken water pipe or damaged sanitary service line and learn that the repair is their responsibility. Homeowners are often unaware these types of repairs are not covered by basic homeowner’s insurance policies or by the Village. The Village of Streamwood recognized that one way we could address this problem is to offer an optional service program that would protect our homeowners from the cost and inconvenience of this type of repair.
The Village of Streamwood and SLWA have worked together to tailor the program to meet the needs of our residents.
- Coverage plans available are the Exterior Water Service Line, Exterior Sewer Line and In-Home Plumbing & Drainage which can be billed, monthly, quarterly, or annually directly through SLWA.
- SLWA plan holders have access to a repair hotline that is accessible 24 hours a day, 365 days a year, and repairs are performed by local, licensed, and insured contractors.
- Founded in 2003, Utility Service Partners, together with its parent company, HomeServe USA, has partnered with over 1,500 leading cities, municipalities, and utilities to provide repair service plans that offer peace of mind and convenience. The SLWA program maintains an A+ rating with the Better Business Bureau (BBB) and is recognized as a trusted source of utility line service plans and is also endorsed by the National League of Cities (NLC).

Sanitary Sewer Back-up Programs
The Village has a one-time reimbursement program in place to assist homeowners who have had sanitary sewer back-ups in their homes. The program is for eligible homeowners of single family homes, and is dependent on available funds in the annual budget. Projects are reimbursed on a first come, first served basis. There are two options in the program. While the Village can help evaluate the options, it is ultimately up to the homeowner to decide which option works best for them.
Overhead Sanitary Sewer
The first option is an Overhead Sanitary Sewer. The Village will share the cost of installing an overhead sanitary sewer system in a home to reduce the likelihood of experiencing a sanitary sewer back-up. This type of system is typically the more expensive option but is the current plumbing standard for new construction. The Village reimburses 50% of the installation costs up to $5,000 and the homeowner is responsible for the remainder of the installation costs and any costs associated with removal and replacement of interior walls and finishes. Sanitary Check Valve
The second option is the Check Valve on the sanitary sewer line. With this program, the Village shares the cost of installing an exterior check valve on the sanitary sewer service to reduce the likelihood of experiencing a sanitary sewer back-up. This is typically the less expensive option. The Village reimburses 50% of the installation costs up to $3,000 and the homeowner is responsible for the remainder of the installation costs. This option will require a little more maintenance on the part of the resident but is less expensive and will cause less disruption in the home during installation.
